This does not mean that you need to be rushing things in order to save time, but simply that you must use your days efficiently and proactively, in order that everything is done well and when it needs to be. So, to start, in order to save your time during the day, you need to know what you need to get done in the first place, as well as how much time you have! No one is telling you to take ages on things for the sake of it, but the reality of the situation is that a considered approach to getting everything done will likely result in a much more complete result, that does not need re-doing, and will last longer than if you had rushed it. Looking at the long game, a hurriedly packed box may well take you less time to pack, but if it falls open whilst being carried, then you are going to lose a lot of money as well as time, in clearing up all of your broken things! Such incidents are not worth the hassle, so it is a good idea to be thinking carefully about how you can do the job right, and only have to do it all once.
